Overview
 
Tan Leng Cheo & Partners is a compact international firm of certified public accountants, established in 1984. The firm’s client base is evenly distributed between multinationals wanting the personal service and attention that a compact international firm can provide, and Asian/Singapore companies wanting a one-stop service provider who has the worldwide network to help them in their expansion.
 
We have worked for clients who are subsidiaries of head offices in Germany, Denmark, France, the United States, the United Kingdom, Australia, Hong Kong, China and the Asean countries. The firm was awarded a Gold Star by the ACCA, the world’s largest body of professional accountants, in October 1999, signifying that training in the firm meets ACCA’s definition of best practice. The firm was awarded the Gold Star a second time in September 2000, valid to August 2003.
 
The firm’s practice areas are : tax advisory services (for investments, acquisitions, specific transactions, tax rulings, double tax treaties, withholding tax, and the taxation of intellectual property); liquidations and corporate recovery (including restructuring and judicial management); valuations of shares and businesses; accounting investigations (for fraud or claims); accountants’ reports for litigation, divorces and arbitration (including acting as an expert witness); and auditing and business advisory (including corporate finance transactions and joint-ventures).   The firm is headed by Frankie L C Tan. He is a practising member of the Institute of Certified Public Accountants of Singapore. Mr Tan worked in London 1971 to 1976 where he qualified as a chartered accountant (Institute of Chartered Accountants in England and Wales) with an international accounting firm. He has a Master of Laws from the University of Queensland and a post-graduate Diploma in Business Law from the Faculty of Law, National University of Singapore.

He has appeared as an accounting expert witness before the Singapore High Court (Merteks Pte Ltd v Straits Engineering Contracting Pte Ltd - [1995] SGHC 28; [1996] 1 SLR 227). He has also conducted an investigation into the affairs of a shipping group which was being wound up on a Court Order under the Singapore Companies Act, in 1980

He is currently the Area Representative of Asia Pacific region for MSI Global Alliance and is a member of its Management Board. MSI Global Alliance is an international association of 250 independent professional firms located across 100 countries worldwide.

     
    Mr Tan is an associate member of the Singapore Academy of Law, a member of the Singapore Institute of Arbitrators, and a member of professional bodies in London and Malaysia.
